REQUEST FOR PROPOSALS

FOR LEASE AND OPERATION OF

HANGAR FACILITY

EL MONTE AIRPORT

 

American Airports Corporation (“AAC”), on behalf of the County of Los Angeles Department of Public Works (“Public Works”), invites proposals from Offerors to enter into a ten (10) year Lease Agreement to operate a Hangar facility at El Monte Airport, El Monte, California (the “Airport”). It is the intent of AAC to select one (1) proposal from those received under this Request for Proposals.

The Hangar Facility is located at 4001 N. Santa Anita Avenue and is comprised of approximately 6,000 square feet of hangar space and 2,000 square feet of office space

The Hangar Facility is a key component of the Airport from which general aviation products, services and facilities as desired by the County of Los Angeles may be provided to the users and visitors of the Airport. Overall, this Request for Proposals is intended to identify a quality aeronautical service provider who will provide at least one (1) of the following services from the Hangar Facility: 1) Aircraft Maintenance 2) Flight Training and Instruction 3) Avionics.  Please refer to Exhibit C to review the Minimum Standards for each business type. The goal of this Request for Proposals is to identify a business with a proven background and track record, desire, vision and ability to provide those services requested under this Request for Proposals.

Proposals will be received until 3:00 p.m. PDT, December 10, 2013 at American Airports Corporation, 2425 Olympic Blvd., Suite 650 East, Santa Monica, CA. Each proposal must be contained in an envelope which shall be sealed, conspicuously endorsed with the Offeror’s name, and may be sent via U.S. Mail, overnight mail, or hand-delivered.

QUESTIONS BY OFFERORS

There will be a general information briefing on November 20, 2013 at 10:00 am in the Airport Administration Building to answer questions which Offerors may have, or to clarify various provisions of the Sample Lease Agreement as provided in this Request for Proposals At the end of the briefing, there will also be an opportunity to walk through and view the hangar facility which is the subject of this Request for Proposals.

CONDITION AND INSPECTION OF FACILITIES

Each Offeror is encouraged to inspect the area at the Airport which is the subject of this Request for Proposals but must make prior arrangements with Joy Ward (310) 752-0541  or via email at jward@americanairports.net for said purpose.
